Wukong came back from wherever the fan had blown him with a small advantage: an old immortal on the far mountain, hearing his trouble, had given him a wind-holding pill that fixed him to the ground, so that could not simply blow him away a second time.

But a pill against the wind was not the fan, and the fan was the whole problem, and Iron Fan would not part with it, and could not be beaten out of it, and had a genuine grievance that no argument of Wukong's could dissolve. So he did what he does when force and reason both fail: he cheated.
